How actions work
- Fixed rules, not predictions. Each action states its logic, thresholds, what it observed and the records behind it (choose Why? on a card).
- Ranked by what is at stake. AED at stake, discounted for lower confidence and weighted by severity. Weights are in Rules & scenarios.
